Is there a way to limit "Free Shipping" a single shipping method?

Free Shipping Threshold can be limited to domestic only as long as you set a separate value for Free Shipping Threshold For International Orders

If you need to set a specific free shipping value on a specific shipping method, use the Configure Approved Method button in Approved Shipping Methods.
